Thank you for posting in the Apple Support Community. If you can't remove PayPal from your iPhone SE, ensure:

1. No active subscriptions are linked to PayPal.
2. Set another payment method as default before removing PayPal.
3. Check for unpaid bills or due iCloud storage payments.
4. Try managing payment methods on the Apple ID website.
5. If still unresolved, contact Apple Support.

Ensure you're on Wi-Fi and have sufficient power for backup issues.
